The incident came to light after a video went viral on Tuesday, August 19, showing the armed operatives storming a corps members’ lodge, accusing occupants of being internet fraudsters despite their NYSC identification and uniforms.

In the video, Elobor was beaten repeatedly, her clothes torn in the process, leaving her exposed.

Officials describe incident as unacceptable

Speaking on Channels Television’s The Morning Brief on Tuesday, the Special Adviser to Governor Chukwuma Soludo on Community Security, Ken Emeakayi, described the assault as “unfortunate and unacceptable.”

He confirmed that the operatives had been arrested and detained, pending preliminary investigations.

“The operatives were on the trail of some suspected cultists riding motorcycles when they pursued them into a compound,” Emeakayi explained.

He added:

“In the process of searching the houses in line with their mandate, the unfortunate incident involving the corps member occurred. While they were acting within the law, their conduct in that instance was unacceptable.”

According to Emeakayi, the government acted swiftly once the matter was reported.

“Immediately the incident happened, we arrested the operatives involved and placed them in detention,” he said.

He disclosed that the assaulted corps member was invited to his office alongside NYSC officials, where he listened to their accounts of the incident.

“Our conclusion is that while the operatives were on a legitimate assignment, the manner in which they acted was not acceptable. We have made that very clear, and disciplinary measures are being taken,” Emeakayi stated.

Anambra government reassures citizens

Emeakayi further clarified the distinction between Operation Udo Gatchi, a joint security operation involving the police, army, DSS, civil defence, and state security operatives, and Agbunechemba, which is the state’s statutory security outfit created under the Anambra State Homeland Security Law 2025.

He reassured residents that Governor Charles Soludo’s administration would not condone any abuse of power by security agents.

“This government has zero tolerance for misconduct, particularly against innocent citizens. Anyone found guilty of such behaviour will face the consequences,” he added.
